The tweet is being conservative with the truth I would say

It probably was a joint decision in the sense that Rowe went to thorup and said my head isn’t in the right place, and then thorup dropped him.

Rowe probably didn’t refuse to play, but what he said or did amounts to the same thing.

The tweet is probably true, but also completely misleading
