Because Palace have more money than us and can afford to not sell him at asking price

On the flipside, clubs know that Norwich are skint and can’t afford not to accept any offers we get, even if below asking price. It’s always been the way for us since becoming a selling club in the mid-1990s; where we don’t have financial clout, rich clubs will offer a pittance to clubs like us who have a need to sell players and will bully them if they even try asking for more money. If a club like Palace doesn’t need to sell a player, and a club like Leeds don’t want to pay the asking price they know that another club will.
