The phrase "on hold" implies something in progress

I doubt that is really the case.

But while fans demand bigger & better facilities - ignoring the clear financial perils of a new Main Stand - the club are backed into this corner of hinting that they are active when, in truth, they probably ain't.

I am sure one or two will here squawk that I am being negative, seat-blocking, whatever phrase may be used.
But remember:
McNally looked at it. It couldn't be done.
Moxey looked at it. It couldn't be done.
Ward/Webber has looked at it. It can't be done.
And even with Attanasio now on board. It can't be done.
