I would keep 4-2-3-1 and drop Bellingham next to Rice. First of all he has

always looked better for England in a deeper role, and secondly changing system from a 4-2-3-1 to a 4-3-3 at this stage of the tournament is quite a risk, and you'd have to play Jude deeper anyway.
