To answer your question about Wagner and Pep

IMHO the probability that Wagner would have won the title with Man city are massively higher than Pep getting us promoted.

When you talk about Wagners tactics, they are often based on the players he has at his disposal.

If you have a sqaud of players far superior to your opposition (with an amazing bench) then clearly your tactics may reflect this.

I think all 3 of the previous Man City managers have won the title and various cups....
