Exactly, It probably fails more than it works.

Again, I am not claiming it has zero effect but in every case you saw vast improvement, the club either already had the players in place or brought in the right players in the right positions.
Having great recruiting is very underrated.
The reason Norwich have been relatively successful as a self funding club is we have been successful in recruiting, both in the free and cheap markets and bringing through young players that we eventually sold on.
The big failures have always been the big money signings in the PL both Perm and Loans.

Let's compare Apples with Apples.
Lets look at a manager like Wilder.
Had an incredible run from Champs to top half of the PL.
Why has he not been able to replicate that?

Maybe he just had the right players and now he doesn't?

No amount of tactical genius is going to turn a bad team into a good one.

Can it make a good team slightly better, clearly yes.
Can you take a poor team and get them out of a relegation fight.
clearly yes.

As previously mentioned I do think a quality manager will improve us so clearly I'm in favor of finding the right person.
