essentially it's about probability rather than certainty

it comes from a general advancement in mathematics where a basic unit of information i.e. a bit that has 2 certain basic states now has another unit of information attached to it generally before it is observed. the observation interacts with the chance of either state, so at a quantum level neither state exists until it is observed.
