Because

Everybody knows it's going to be very hot, like last last summer when you were in southern europe for your hols, but not everybody thinks the government should be issuing warnings every other hour, and telling people not to forget their hats. Combined with a view about whether every event should be escalated into a national crisis.
So it's one of those very small but illustrative issues (would be the argument).
Personally, I'm rather enjoying the weather, tho 40's certainly a bit steep.
