Would cost a lot but not be prohibitive. Wouldn't stop the flow of people to the streets but could help people who get there significantly.
Risk is that supportive services which enable people to live on the streets without addressing their challenges are provided disproportionately and these act as a magnet to Norwich. San Francisco has massively suffered from this. Last time I was there they had ten times the number if people sleeping rough as London in a city ten times smaller - so 100x more per Capita (also increased by a temperate climate and the "hippy" hangover in parts of the city).
