Simple solution

Rules for eligibility

1) Minimum number of games played in the season (e.g. at least 50% of all competitive games including League, FA Cup and League Cup).
2) Loan players cannot win POTS

Simples

No McGovern, no Gilmour, no Sorensen. No interference from loan players' parent club fans, no protest vote for players who didn't play a key (or any) role and so any protest would be pretty weak really. I suppose.
