He is definitely partly to blame but there is other stuff going on that explain it.

Another factor is that we always struggle with prem recruitment. We go from being one of the big players (in the champ) to a minnow. Difficult to get good and affordable players to come here as we have seen. This can mean the best laid plans go awry.
