There's an interesting Radio 4 (?) documentary on that whole tank debt and how various foreign secretaries have tried tackling it and getting it paid (and legally how it would even be possible to pay it, given the various sanctions in place)

Essentially seems to have depended on how personally interested the relevant minister was in terms of getting it paid, the UK MoD not being happy about it, and also the US Government's appetite to letting it happen (which varied up or down, and plummeted after the US did a similar deal to bad domestic PR).

Interesting insight into internal government politicking.
