You can have a list of managers you want but also a list that you want that "are available".

From my reading was that Dean Smith was higher on the list than those currently available.
When he became available then clearly he moves to number 1 in the list of available managers.

That's no different to players, you look at players who you can sign and then a better one is suddenly offered to you, you clearly go for it.
