What about this wording though

"clearly attempting to play a ball which is close when this action impacts on an opponent "

I guess they will say he didn't attempt to play the ball but I would argue that in making the run that he did he is attempting to play the ball and it impacts on his opponant because it makes makes him head the ball away.
