If the mantra is more money, more money, let's have it all, then why

Was FFP created? As we all know its a mechanism to pretect the current big clubs and to stop upstarts like Newcastle gate crashing the party. I thought they'd be actively discouraging new investment like the Saudi Arabians? It's a massive contradiction.
