I have always felt that China has been a bit behind this for a few reasons,

1) to see the resolve & how it might react to Taiwan.
2) Russia & China have never really been friends it's just convenient for China at the moment, but there are lots of areas of contested land, if Russia weakens I can see China taking over some of these areas.
3) A weak Russia cut off from the world means more access to fuel / gas that China craves for at the moment.

Lots of other things as well but these are the key points.
