I'm assuming the underlying aim is to pressure Putin OR those who could topple him

Hitting his mates might help if they are holding his money/can apply pressure somehow

Hitting his enemies/those with power & influence might encourage them to find a stalking horse to topple Putin

Plus it's good for votes.
