Exactly how much investment should 'the west' have made?

We've only spent a smidge less than Russia.

America has spent three times as much as China.

Warfare in the coming century will look nothing like it did in the last.

War is, as ever, a failure of diplomacy and politics. This is sod all to do with military might and everything to do with financial and political instability wrought by recent financial crisis' and compounded by covid.
