Tbf the Cameron & Clegg combo was alright.

Difficulty here is defining what is 'decent' and whether one huge f**k up (Iraq) can undo the good work.

Major, Cameron, & May were all could-have-been decent but fatally undermined by the party's divisions over the EU.
