It is a wider problem in Europe, not just here.
He came up with a number of suggestions as to how to make the league's more competitive
1) Smaller leagues
2) Playoffs
3) A league split (e.g. like Scotland)
4) Two seasons per year (like South America)
5) A cross continent league
It's worth noting that the Super league that the clubs proposed recently was a replacement for the Champions league. They still wanted to stay in the domestic league. Number 5 would entail them buggering off.
As many of the comments point out the fundamental problem is financial inequality and that requries wage caps etc which are tricky to implement.
One striking stat from the article was that our win rate from 2016 - now in the premier league is 15%. For established teams it is 30 - 40% then for the big 6 is 50%+. Man City is a ridiculous 75%. It is no wonder many of us prefer the championship but also evident how those clubs attract an international TV fanbase due to their ability to win games. So the model 'works' for the big 6, and for the premier league itself as a business.
