I don’t think it is actually

There was already an implied 10min period of grace (now down to 5 it seems).

The level of penalty is almost certainly going to be upheld in court so there is now far more incentive for these companies to pursue it to court (and add legal costs).

So we go from a situation whereby most people aren’t pursued with any vigour (or success, unless you pay up voluntarily) to one where nearly everyone will now be pursued.
