Several of us have posted in similar vein in recent weeks and I'm sure it's not just Us Lot, but it's a narrative that rarely if ever breaks out in the broader national conversation(TM) because the careers of those who would need to facilitate that are also predicated on the same house of cards.
For me the radical solution is what someone said the other day: a 10- or 12-team Permanent Premier League, or maybe everyone gets 5-year slots with rebidding every five years, with places sold purely by auction.
It would suck all the rest of the money out of "the pyramid" but honestly that's fine with me. We'd all be much more on a level playing field financially, have decent access to decent players at the level of football the thing would operate at, and the rest of the 92 would have much more chance of winning something. You could even keep the FA Cup broadly as-is to let the rest of us have a pop at the Big Boys once in a while.
