He only really looked good in the Prem in those early-ish games

when we were on the front foot and had a bit of confidence (and playing 4-2-3-1).

It remains to be seen if has the physicality required to be effective at this level when we're up against it (and in a 4-3-3) and there's a greater emphasis on the wide players having more pace and strength.

One thing that hasn't be tried is a 3-5-1-1 with Todd behind Pukki. That may be his best bet - no defensive duties and the freedom to roam and be creative, with no emphasis on pace.
