Things like announcing the booster programme changes without notice to those who'll need to instantly adapt to delivering them - it's the sort of thing that you'd just not do if you'd ever had to work in a normal environment. It would be a great idea, but you'd have to work through how it would actually work. That seems to be a missing skill - I know that's the job of the Civil Service rather than the politicians themselves, but more knowledge would surely mean those directives would be better understood and delivered.
