One of my school friends is an MP. He ran his own business and then did that alongside being a local counsellor.
I think there's a difficulty with the party system. The way you need to pay your dues in order to get on a list to be selected to run leads to the difficulties you are discussing. You have to toe the line to progress.
One thing I think would help massively is to detach local politics entirely from party politics. When you're electing counsellors you could just remove the party names from the voting slip. This would help to make sure that people who gave a s**t and worked hard for their people got in at that first level.
