The arguement that "any" didn't mean "all" in the context of that reg is daft as well

If you are applying it as any then does mean its the drivers choice?

Any is often used as another way of indicating all, its clearly what is meant.

The result is what is what it is, but they must take the opportunity to sort those rules out.
