Absolutely - based upon Masi's evidence as per the stewards' decision, he seemingly

thought that he was acting in accordance with the Regs (Article 48.12) however.

I can't see how Article 48.13 can be said to override 48.12 either. Clearly they appear to contradict each other but I see nothing to suggest that .13 should take precedent. If anything, because Masi thought he was acting as per .12 then that should take precedence (this in terms of the safety car staying out for an extra lap).
