48.12 is the only section that gives the race director the power to allow cars to unlap

He then has not complied with the remaining requirements of that provision. I can’t see how part of 48.12 can be applied, and the other part not.

48.13 is the alternative option for ending the safety car, but is not relevant because the procedure under 48.12 was being followed.
