I think it will be at least mostly full

With the exception of those not comfortable to return and people meeting the rumoured Covid passport requirements.

I don't think what will happen has anything to do with cases, R rate, risk of variants etc. At least in the short term. Could all go tits up later but government is just in free for all come what may mode at moment it seems.
