Exactly. He probably *could* have stayed up

but he was "fouled" twice, and would have got nothing. Happened earlier in the tournament when a player was blatantly fouled, got up straight away and the ref did nothing until VAR gave a pen.

This wasn't anywhere near as clear as that, but it was technically a foul.
