No real plan,they're rudderless in the field.they keep buying fast bowlers who ate abit past their peak or not quite good enough and don't bring the best of the potential they had.Jordan only played for England after he left them,Stuart Meaker and matt Dunne were 90mph bowlers at under 19 level and they've both under achieved.
