Surely the easiest way to stop the ESL is to introduce fines

for participation in unsanctioned competition during the season. If the fines matched or exceeded the expected revenue received by a club in the ELS that would make it unprofitable to be in it? If they don't pay the fines then they are docked points constantly for each overdue day.
