I thought this would come about as a way to globalise the game. There has always been a problem with the powers that be wanting to have games take place in the growing audience locations, hence these summer tournaments in America, Australia, Singapore, etc.
Rather than grow the CL, I expected them to get UEFA to pare back the CL and give space in the calendar for ESL to be played on a global scale. You don't need home and away if every game is played in a neutral location. 15 teams play each other once and drop out of the League Cup or whatever.
I'm not for it but I'm not for a mahoosive CL either. It's boring until QF stage most of the time. But then Premier League is largely predictable at the top end so that's boring too.
I don't know the answer but I would have thought the globally held ESL would be an easier sell as it's what they do in the summer holidays anyway...
