To be fair its not a huge risk.

The club will have a certain value so the upside is much greater than the downside.
I'm assuming they are going the route of taking out loans against the club so basically they will buy the club for free.
If they can get enough good free agents in to get them into the Champs, with 20K crowds they can probably flip the club for 80-100M.
There is no doubt in my mind that's what they are looking to do.
