We're basically stopping giving vaccines to anyone new now. As the government describe it, April is a month just for second doses.

It's because we've got that big bulge of 1st doses from 3 months ago coming due now, and supply has dried up much more than expected.

A while ago, offering a first dose to everyone by the end of July looked like deliberate under-promising (so you can then over-deliver). It now looks very touch-and-go.
