Who is Chloe and who is Tony Gates

I'm so lost with this series. Great TV but I haven't got a clue what is going on.

Given the ocg are so capable of murdering people why didn't they just kill that that poor lad quietly rather than doing an elaborate and risky drowning which included the police?*

* it's for our entertainment you moron not everything has to be realistic
