there are two possible answers

The scope of the Sheldon is limited, in terms of what it can investigate, and who (Crewe "declined" to supply board minutes to the investigation. WTF?)

The purpose of the Sheldon is to draw a line, and by limiting enquiry to current Boards there is little chance for new revelations.

Sheldon does note that, in making up its report to him, NCFC did speak to four former Directors.
