IMHO this all stems from the point Whitty made a couple of weeks back when he was asked what the number one blunder was. He said it was a substantial underestimate of asymptomatic infection. This led to lax quarantine rules from those returning from Northern Italy (1300 clusters from asymptomatic tourists in 10 days?) and also sending asymptomatic elderly back to care homes.
I guess they are trying to learn from their mistakes. Just wish they had been rather less shambolic from the start :-/
