When a team is relegated from the chumps how will their playing staff be treated - as at the divisional average, so allowing them to remain "unusually strong" for League One (though that's not always worked out in practice, has it), or they have to cut straight away?

It also means that in theory at least the jump up from L1 to chumps becomes even higher and newly promoted teams will have a harder time of it than at present. Again as we know big wages != good players, but peanuts, monkeys, jumpers for goalposts, isn't it?
