The last time Villa were in the PL they spent £93m on wages.
Athletic think £71m is a reasonable guess (last year's £65m plus "10 per cent or so" to allow for the divisional change.

Likewise Norwich.
Last wage bill in PL was £67m, yet Athletic suggest we use a £50m figure.
