It's all going to depend on the facts

The Reg says

6.—(1) During the emergency period, no person may leave the place where they are living without reasonable excuse.
(2) For the purposes of paragraph (1), a reasonable excuse includes the need—
(d) to provide care or assistance ... to a vulnerable person, or to provide emergency assistance.

“vulnerable person” includes - any person under 70 who has an underlying health condition, including but not limited to, the conditions listed in Schedule 1;

So as far as I can see:

You might have a "reasonable excuse" even if not specifically listed.
DC might well be able to say that his conduct fell within 6(2)(d), depending on what exactly he did, and why he did it.

He might on the other hand have broken "guidelines", whatever they were at the time, and in any event his numerous enemies, many of whom want revenge for Brexit, will use this as an opportunity to hammer him & Boris.

So there we are, usual nonsense, usual motives. At least the sun is shining.
