I genuinely don't see what's confusing

Stay at home unless you need to go out (or if you just fancy a long walk, in which case stay out as long as you like, but stay away from people not in your household/1 family member)

Oh, and go to work if your work can't operate at home.

If by confusing you mean alot of it seems contradictory, of course it will be, there is no means of having a lockdown combined with saving the economy that won't be contradictory.
