A radical solution that Premier teams would probably be

reluctant to do. Follow the model of USA baseball in which the major league team subsidizes the finances of 3 or 4 minor league teams. For example Arsenal might have Brentford and Burton as their "farm ' clubs. In exchange for Arsenal keeping those clubs financially solvent, Arsenal gets first refusal rights on talent from those teams. Could be a temporary or permanent solution or even a choice of whether the smaller clubs are interested in pursuing such an arrangement. Bit radical I know.
