From memory, the rule is simply the top 2 in the EFL and play off winners get entry into the EPL.

*how* the EFL comes up with the top 2, or play off winners, is up to the EFL.

If EPL wanted a say in it, it should've negotiated one.

They 'might' have a plausible argument to reject one team if there is no play off competition.
