It's ideal for the leagues themselves

If the Prem have promotion but no relegation it allows the leagues below to do the same and retain the same number of teams per division (promoted teams just replaced with promoted teams from below) which means that the EFL won't risk being sued by their own relegated teams.
On the other hand it is easily the worst option for the media because with the title race already over no relegation = pretty much nothing to play for in the remaining games. Without relegation why would anyone bother watching even if they restart? So expect a big media campaign against it.
