No supporters until a vaccine

Seen this stated in Holland and also now coming out of Sky for UK.

Why is this tho?

If we have reliable antibody testing in advance of a vaccine, why is that not sufficient to allow some supporters to return?

I know some will always be against this from a two-tier perspective but isn't it just more realistic?

Even if vaccine producers are bullish today, it's possible they will never have a vaccine. That means either never allowing supporters or backing down.

If 15% of people are estimated to have already had the virus, can't we start getting 15% of crowds back at some point?

What's the obvious piece I'm missing?
