and that's really what I was thinking

but there will be claims from existing staff. How many will want to work with the threat that nothing will change if this happens again? Risk your life once, maybe, but twice because of system failures? Then claims would be useful not just on a personal level, but to bring about more widespread changes. As many have said, claps and a medal don't compensate for under-resourcing to a point that lives are at risk. And given the shortage of nurses (and other medical staff), losing more as a result of this, not because they've died, but because they are reluctant to stay in a profession with all these inherent issues, will surely mean that compensation claims will indicate those levels of dissatisfaction, and how to act next.
