How about promoted teams? If PL clubs vote to relegate the bottom 3, who decides which 3

clubs come up to replace them? Presumably that is an EFL decision, in which case PL clubs will need to have regard for what the EFL intend to do or they may be faced with < 20 teams in the league next season
