It already does

Before this crisis - there is a sum of money (30k) per good health year - that the NHS will spend on treating a patient - beyond that it won't do so. Given finite resources it's inevitable. In the current case we're already likely heading for a global depression- and the direct effect of that on lives will be huge. It's a hideous calculation, but necessary.
