Agreed,with the necessary precautions and testing etc.similiar to

County cricket,in a month to six weeks time if conditions permit I think they can play.they could easily limit attendances to a thousand and maintain social distancing in test grounds,hardly anyone watches county cricket anyway.If not play behind closed doors.Obviously the players need to want to play too and not be pressured into it though.
